From the beginning, the Foundation Board implemented an unofficial restraint on the population by asking for voluntary compliance of replacement rather than growth while new residents were being recruited.

Our population control measures were designed with inclusivity in mind. Birth Control was made available to all, and options to donate genetic materials for future growth were provided.  Those unable to have children for any reason were given the option of surrogacy. For those who desired to expand their families beyond their replacements, a lottery system was introduced, with the provision that stored genetic material be used to initiate the pregnancy.
