A form of outreach focusing on people from all different cultures living all around the Earth in their habitats to learn to work together and come to a consensus. Members of the LCO, Liaison Community Outreach, led the Initiatives.
Projects were first undertaken during the First Liaison Conference to harmonize Charter Culture across all habitats by connecting experts among them, with the help and guidance of the Liaison Community Outreach personnel.
Some of the initiatives were long-term, aimed at fostering a culture aligned with the Charter across all habitats. Other initiatives were shorter-term, aimed at helping the first residents become comfortable living in the habitat and with the cultural differences between living on the surface and living underground.
The New Resident Integration Initiative aimed to foster deeper connections among residents who arrived with limited or no familial ties. This particular initiative led to the establishment of the Heart Family project.
Other LCO Initiatives included the Initiative on Ethics and Laws, which considered questions on Charter Law. Rulings from this Initiative were considered binding.
