The Foundation Board was a leadership board selected by the original founders of the Foundation. It consisted of twenty people, each living in a separate habitat. Alexandra Hanlon was included as a non-voting member with an emphasis on advocating for the needs of residents as individuals. Until Habitat Governance was fully in place, the Foundation Board was responsible for executing the responsibilities of the Habitat Council.

Their ultimate mission was to obtain and retain the resources, skills and knowledge necessary for humanity to move forward in the future. To that end, until the nuclear war that brought about the Catastrophe, the Board spent much of its time and resources focused on procuring and storing the supplies and people necessary for the habitats to survive for many hundreds of years.
