Created through LCO Initiatives, the various versions of the Consensus Process allowed every adult who signed the Charter the ability to debate and come to a consensus on issues affecting the entire population. There were various types of consensus processes, one of which was referred to as the Assessment Consensus.

Assessment Consensus A process held yearly, which allows the people of the habitats to accept, reject, or request changes to any rules adopted by the Habitat Council once the rule has been in effect for five years.
