Recruitment
The Foundation recruited its members on a voluntary basis. It did so by identifying those who first met the psychological requirements through the Psychological Stability Tests (PSTs). Once possible recruits were identified through that process, more detailed background checks were implemented, and those matching possible job descriptions were identified.
Everyone in a familial group had to at least meet the PSTs in order for them to be eligible. Children too young to be tested were allowed to accompany their parents since both adults were deemed acceptable.
Once data mining of individuals became possible, the Foundation cast its own net, seeking those who met specific job descriptions who were needed and asking them to answer more detailed psych questionnaires (with a higher incentive to do so).
Once recruited, an individual was invited to an area for a meeting, where they were introduced to the concepts of the Foundation and Habitats, and many times traveled to the habitat itself on an introductory tour.
