SIGs are groups of ordinary people sharing common priorities and concerns who band together to effect change. They could include people of a particular age group, gender, familial status, disability, work, or neighborhood. Almost any set of individuals connected by a common issue could become a SIG, except for spiritual or religious groups.

These groups formed the SIG Council, where issues identified by one group would be presented along with proposed changes. Every other group would then examine the problem and its proposals to see if it could help or hurt with their particular alignments. Changes were proposed to help each other. Finalized proposals were presented to the Foundation Board and, if approved, sent to Habitat Governance for final approval and implementation.

SIGs were part of the Governing Formation Initiative, part of the requirement of allowing ordinary people a say in their own lives besides simply being able to vote for representatives on the various councils.

Members of the Foundation Board, elected officials, and upper management personnel of Habitat Administration, as well as the Liaisons, were restricted from joining any Special Interest Group.
